- Initial Handover: The group is reportedly ready to surrender thousands of small arms and automatic rifles currently held by its police and internal security forces.
- Authority Transfer: These weapons would be handed over to the National Committee for the Administration of Gaza (NCAG), the body designated to manage the region during the transition.
- The Disarmament Gap: Hamas has notably excluded its primary military wing, the Izzadin al-Qassam Brigades, from this initial phase, arguing that their forces must remain armed for “defense purposes.”
