In the wake of massive nationwide protests demanding the immediate release of former Prime Minister Imran Khan, the Pakistani federal government is seriously contemplating imposing Governor’s Rule in the Pakistan Tehreek-e-Insaf (PTI)-governed province of Khyber Pakhtunkhwa (KP).

The Context of Unrest
The deliberation follows widespread unrest across Pakistan, ignited by viral, unconfirmed rumors concerning Khan’s alleged death while incarcerated at Rawalpindi’s Adiala Jail. Adding to the tension, KP Chief Minister Sohail Afridi staged an overnight sit-in outside the jail, demanding an update on the PTI leader’s well-being and whereabouts.
Barrister Aqeel Malik, Minister of State for Law and Justice, confirmed the consideration of Governor’s Rule, explicitly citing the KP government’s performance. Speaking to the media, Malik criticized the KP leadership, stating that Chief Minister Afridi and his team have “badly failed in having any sort of workable situation” and accused them of refusing to coordinate with the central government.
Malik further alleged that the provincial administration was “planning to block routes and cut off the province” from the rest of the country. “The situation in Khyber Pakhtunkhwa itself calls for a step to be taken so that the presence of an administrative structure is ensured,” he added.
The Mechanics of Governor’s Rule
In Pakistan, Governor’s Rule is a measure invoked under Articles 232 and 234 of the Constitution. It is formally imposed by the President on the advice of the Prime Minister.
While a Governor can recommend the action under Article 234, Minister Malik clarified that the President also has the option to act unilaterally, with subsequent approval from a joint sitting of Parliament. Initially, Governor’s Rule can last for two months and is extendable if necessary.
Warnings and Reactions
The potential imposition of the rule has drawn sharp criticism. Journalist Imran Riaz Khan issued a stern warning, cautioning the authorities against “playing with fire.” Khan stated that if the PTI government in KP—which he called a “lifeline for the establishment”—is dismissed, an uncontrollable “fire will erupt from the province.”
Meanwhile, KP Governor Faisal Karim Kundi has publicly denied any claims of being replaced but affirmed his commitment to follow any directives issued by his party regarding the provincial government.
