Millions of Ukrainians are grappling with widespread power outages and cold temperatures following one of Russia’s largest ballistic attacks on the country’s energy infrastructure.

The large-scale missile and drone barrage over the weekend severely damaged power facilities, forcing authorities to implement emergency power cuts across nearly all regions to stabilize the network.

Key Impacts and Challenges:

  • Rationed Power: Energy supplies are being rationed. Residents in the capital, Kyiv, faced up to 10-12 hours without electricity on Sunday.
  • Targeting Civilians: The attacks occurred as temperatures dropped to single digits, striking civilian areas, including a nine-story apartment building in Dnipro where three people were killed and 12 injured.
  • Air Defense Gap: Out of the 45 Russian missiles fired, including difficult-to-counter ballistic weapons, the Ukrainian air force could only intercept nine.
  • Adaptation: Ukrainians are being forced to organize their lives around planned outages—scheduling cooking and homework, and using diesel generators that are now a common sight.

Energy Minister Svitlana Grynchuk noted the extreme difficulty of countering ballistic missiles, echoing President Zelensky’s plea to allies for more advanced systems, specifically Patriot air defense systems, to protect the country’s entire territory.

Despite the severe damage to gas production and the need for expensive European gas imports, officials remain defiant, vowing, “Ukraine will have light and heat this winter.”
