US-India ties are currently a mix of “hot and cold” moments, according to a senior State Department official. While the relationship faces short-term friction over trade and energy issues, it remains on a “positive trajectory” due to strong personal diplomacy and high-level engagement.

The primary sources of tension are:
- Trade Tariffs: The U.S. has imposed steep 50% tariffs on Indian imports, with an additional 25% penalty specifically for India’s continued purchase of Russian oil. India’s Commerce and Industry Minister, Piyush Goyal, has indicated that India may increase its oil trade with the U.S. to ensure energy security and diversify sources.
- Russian Oil: The U.S. continues to press India to reduce its imports of Russian energy as part of a broader strategy to limit Moscow’s war revenue. U.S. Energy Secretary Chris Wright said the U.S. doesn’t want to “punish India” but wants to end the conflict in Ukraine and encourages India to buy oil from other nations, including the U.S., instead.
Anchors of the Relationship
Despite these disagreements, the partnership is anchored by consistent high-level engagement:
- Diplomatic Activity: Secretary of State Marco Rubio, shortly after taking office, met with the Quad grouping—the U.S., India, Japan, and Australia—before holding bilateral talks with External Affairs Minister S. Jaishankar. This demonstrates the U.S. government’s commitment to the relationship.
- Personal Diplomacy: The rapport between President Trump and Prime Minister Modi remains strong, with officials describing a recent phone call between the two leaders as “incredibly positive.” The potential nomination of Trump’s aide Sergio Gor as the next ambassador to New Delhi further highlights the strategic importance of the relationship.
Officials on both sides are optimistic about the future and expect a potential Quad Summit later this year or in early 2026. The U.S. recognizes India as a key partner, and both countries are working to navigate current disputes to ensure the long-term health of their relationship.
