Directorate of Enforcement (ED), Raipur Zonal Office has conducted search and seizure operations
on 30-31/7/2025 at 20 premises across Chhattisgarh in the case of Medical equipment and Re-agent
Procurement Scam under the provisions of PMLA, 2002. The premises covered during said operation
include residential and office premises of Shashank Chopda, his family members, their business entities
and other associates including Officials of State of Chhattisgarh. During the search operation, properties
worth more than Rs. 40 Crore in the form of Balance lying in the Bank accounts, Fixed Deposits, Shares
in Demat accounts, and Vehicles were seized /freezed under Section 17 of PMLA, 2002.
ED initiated investigation on the basis of FIR registered by ACB/EOW, Raipur against M/s Mokshit
Corporation and senior officials of Chhattisgarh Medical Services Corporation Limited (CGMSCL) and
Directorate of Health Services (DHS) for alleged criminal conspiracy and corruption. A Chargesheet has
also been filed by ACB/EOW before the Hon’ble Court. As per FIR and Chargesheet, Shashank Chopda
allegedly in collusion with officials of DHS and CGSMCL, hatched a large-scale conspiracy to manipulate
the tender processes, fabricated demand, and supplied medical equipment and re-agents at inflated price
to CGMSCL.
ED investigation revealed that CGMSCL floated Tenders for procurement of medical equipment
and re-agent and Mokshit Corporation allegedly secured these tenders through pool tendering by forming
a cartel with official of CGMSCL, DHS and other eligible firms. Mokshit Corporation supplied the equipment
and reagents at significantly inflated rates, resulting in substantial illicit gains for them and corresponding
loss to government exchequer.
During the search operations, apart from said seizure/freezing, several other incriminating
documents, digital devices were recovered and seized. The seized documents/digital devices, inter alia,
revealed suspicious transactions, his association with other persons and further utilization of Proceeds of
Crime generated from the predicate offence.
