HOUSTON — Democrat Christian Menefee has won the special election runoff for Texas’s 18th Congressional District, comfortably defeating Amanda Edwards. The victory ends a nearly year-long vacancy in the Houston-based seat following the passing of Rep. Sylvester Turner in March 2025.

- The Margin: Menefee, the former Harris County Attorney, captured roughly 67% of the vote.
- The Math: His victory narrows the Republican majority in the U.S. House to 218-214. With such a slim margin, Speaker Mike Johnson can now only afford a single defection on party-line votes.
Strategic Shift in Washington
In his victory address, Menefee signaled an aggressive stance toward the White House. He positioned his win as a “mandate for oversight,” specifically targeting:
- Administrative Investigations: Pushing for deeper probes into current executive branch policies.
- Impeachment Efforts: Reaffirming his support for the impeachment of DHS Secretary Kristi Noem.
The “March Madness” Primary
Menefee’s celebration will be short-lived. Due to the timing of the special election, he must pivot immediately to a March 3 Primary for the full congressional term.
The Conflict: He is set to face veteran Rep. Al Green in that primary. Following the 2025 redistricting, Green was moved into the redrawn 18th District, setting up a high-stakes incumbent-vs-incumbent battle for the Democratic nomination.
