In a significant blow to his administration’s credibility, Vancouver Mayor Ken Sim has admitted that a serious accusation he leveled against a political rival was based entirely on a single, unverified photo from an anonymous source.

The controversy stems from a February 2026 briefing with Chinese-language media where Mayor Sim claimed Coun. Sean Orr (COPE) was seen “handing out illegal drugs” on the street on Christmas Day.
- The Source: A “member of the public” showed Sim a photo.
- The Error: Sim accepted the photo as fact without checking Orr’s whereabouts or the context of the image.
- The Alibi: Orr was actually on the Sunshine Coast with his family on Christmas Day.
Why It’s Escalating
While the Mayor issued an “unreserved apology” on March 3, the political fallout is growing for two main reasons:
- Weaponized Misinformation: Critics argue the Mayor’s team used the Chinese-language media environment to spread rumors that wouldn’t pass muster in English-language outlets. Coun. Lenny Zhou reportedly amplified these drug-related slurs on WeChat.
- The “Incompetence” Charge: Coun. Orr has rejected the apology, labeling the Mayor’s reliance on a random photo as a sign of “incompetent leadership” and a “new low” for city politics.
Current Demands
Community leaders and fellow councillors are now calling for:
- A Multilingual Retraction: Formal apologies in Mandarin and Cantonese to correct the record for the specific audiences who were misled.
- Accountability: Potential investigations into whether this violated the City’s Code of Conduct regarding the spread of defamatory statements.
