ED Files PMLA Complaint Against Harak Singh Rawat & Others in Land Scam

Directorate of Enforcement (ED), Dehradun has filed a Prosecution Complaint (PC)
before the Hon’ble Special Court (PMLA), Dehradun against Birendra Singh Kandari, Harak
Singh Rawat, Deepti Rawat, Laxmi Rana and Smt. Poorna Devi Memorial Trust in the case of
Birendra Singh Kandari & others under the provisions of Prevention of Money Laundering Act
(PMLA), 2002.
ED initiated investigation on the basis of FIR filed at Sahaspur, Dehradun, Uttarakhand
under various sections of IPC, 1860. During the course of investigation, it is revealed that the
Deepti Rawat w/o Harak Singh Rawat and Laxmi Singh Rana managed to register the lands in
their name as a result of conspiracy hatched by Birendra Singh Kandari, Harak Singh Rawat,
Late Sushila Rani and other persons.
ED investigation revealed that despite the clear order of the Hon’ble Court, Sushila Rani
in a conspiracy with other persons registered two power of attorneys of lands situated at
Sahaspur Dehradun. Further these lands were sold by power of attorney holder Birendra Singh
Kandari, a close associate of Harak Singh Rawat, to Deepti Rawat and Laxmi Singh Rana in
an amount which was much below the circle rates prevailed in that area. The lands purchased
by Deepti Rawat are now part of Doon Institute of Medical Science (runs under Smt. Poorna
Devi Memorial Trust) which is controlled by the family and friends of Harak Singh Rawat.
Earlier, in the month of January, 2025, ED has issued a Provisional Attachment Order
attaching approx. 101 Bigha land worth Rs. 6.56 Crore (Current market value is more than 70
Crore) which includes 2 pieces of lands in District- Dehradun in the instant matter.
