Body Exchange and Hostage Status

In a move mandated by the ceasefire agreement, Israel transferred the bodies of 15 Palestinians to Gaza authorities on Wednesday. This exchange followed Hamas’s return of the remains of Israeli hostage, Dror Or, who was killed alongside his wife during the October 7th attacks on Kibbutz Be’eri. Their two children, who were abducted and later freed in a November 2023 exchange, survive them.

  • Exchange Rate: The deal stipulates Israel must return 15 Palestinian bodies for every recovered hostage or remains.
  • Identification Crisis: Gaza’s Health Ministry reports 345 bodies have been returned to date, but only 99 have been identified due to severe limitations in DNA testing capabilities.
  • Unrecovered: The remains of two hostages—an Israeli citizen (Ran Gvili) and a Thai national (Sudthisak Rinthalak)—are still missing. Hamas cites widespread destruction as the complication, while Israel claims the group is intentionally delaying the search.

Pushing for Stability: The Cairo Talks

Negotiators from Turkey, Qatar, and Egypt convened in Cairo this week to map out the ceasefire’s critical second stage, aiming for a long-term solution.

Key proposals under consideration include:

  1. International Stabilization Force (ISF): Deployment of an armed force to secure Gaza, oversee the demilitarization of Hamas, and prevent a power vacuum. Indonesia, citing its extensive UN peacekeeping experience, has offered up to 20,000 personnel.
  2. International Reconstruction Authority: Creation of a high-level authority to guide massive reconstruction efforts and support an interim, technocratic government for Gaza.

Despite the consensus on the plan’s components (recently authorized by UN Resolution 2803), the practical timeline and implementation mechanisms remain deeply uncertain.

Violence Persists on Both Fronts

Even as diplomatic efforts accelerate, the truce remains at risk:

  • Gaza Fatalities: Palestinian health officials reported that an Israeli soldier shot and killed a man in central Gaza, while the Israeli military reported targeting and killing several militants in Rafah. The total death toll in Gaza since the war began is now over 69,700 Palestinians.
  • West Bank Escalation: Israeli forces executed a large-scale operation in the Tubas governorate, involving armored units and airstrikes. Local leaders warned that this military action threatens to derail the already fragile ceasefire in Gaza.
